LAHORE: The Lahore High Court (LHC) on Tuesday directed the Chief Operating Officer of the Punjab Safe City Authority (PSCA) and Lahore’s Chief Traffic Officer (CTO) to submit their comments on a petition challenging the launch of e-challaning system in Lahore, ARY News reported.

A high court bench took up the petition questioning the legality of e-challaning by the authority.

How the PSCA resorting to e-challening without bringing an amendment in the traffic laws, questioned the bench.

The petitioner contended before the court that the Motor Vehicles Ordinance 1965 didn’t provide for the e-challanging system. Besides, he said the amalgamation of the authority with the traffic police warranted an amendment in the law.

Under the criminal justice system, a person who is found guilty of committing a crime is handed punishment but the traffic police are punishing vehicle owners instead of traffic violators through e-challaning, he argued.

The petitioner said e-challanging in the absence of the relevant law is tantamount to an extrajudicial act and pleaded with the court to declare e-challaning illegal and unlawful.
